My husband is a Canadian citizen. He is a permanent resident of the United States. Can he still file for bankruptcy?

Yes, your husband can file bankruptcy, as long as he is a resident of, or domiciled within the United States, and has been living in the appropriate jurisdiction for the majority of 180 days prior to filing.
