I want my 24 years old niece to come here in the US. She's in the Philippines and she is married. What can I legally do? I am a permanent resident?

There is no family category for a niece to be petitioned by a PR. A US citizen can petition for a sibling but then only the spouse and minor dependents would be included. There may be an employment visa or a nonimmigrant visa that she would qualify for. I suggest a consultation to review the various options, her skills, etc.
