Can a parent press charges against a minor who assaulted their child? 1 Answers as of October 24, 2017

My friend’s daughter has been assaulted multiple times by her boyfriend. This week he assaulted her twice, and now she's in the hospital. He was charged with 2 counts of assault and placed in the juvenile detention center. If the police don't pursue this, can the mother press charges against the offending minor? I have encouraged them to get a restraining order / protection order.
