I don't see why not, but as with all interstate warrants, the accused has a right to an extradition hearing before being sent to the state in question.

Generally, no. A bench warrant is a warrant, issued by the judge from the bench, directing the local county's police to take the person into custody. It is not an "enforceable order". Since it is directed to police of only one jurisdiction, it can only be exercised by the police of that jurisdiction. (Police in other jurisdictions may take a person into custody upon discovering that there is a warrant out in another jurisdiction. But the only thing that they can do upon the arrest is to notify, and extradite the person to, the issuing jurisdiction. A bench warrant probably cannot be enforced but you can domesticate the Pennsylvania order in Georgia and then have it enforced here as a GA order.
