If someone currently serving a federal sentence in NJ and they have a NY state hold on them because they violated their NY state parole, can their NY state sentence be run concurrent with their federal sentence?

State and federal convictions can run concurrently (together) or consecutively (one after the other). Parole violations generally run consecutively, but on "the back end" so that it may or may not increase the total amount of time to be served depending on a number of things.
