Can my son be taken from our home for questioning without a warrant? Posted on July 29, 2011

The county police, came with the city police to our home. My son was issued a restraining order from the city police. They then told him, "we want to talk to you," and handcuffed him. I asked if he was under arrest. They said no and took him away. When taken to the city station they read him his rights. He was issued a citation for unlawful use of a telephone and was never arrested. My question is how can they take him from his home without an arrest warrant to issue him a citation? This happened at 12:30 A.M. Thank You.
