Can the landlord bill the tenants for water and sewer bills? Posted on August 02, 2011

I live in a fairly large apartment complex. That has informed the tenants that they will begin billing the tenants for water and sewer. They had previous provided this. Each apartment does not have a meter. They will have a third party bill company take the use per building divide that per apartment then per number of people on the lease. That is how they bill. I do no how that could be accurate. As there could still be variables between apartments. We also have apartments were they have several more people living then is allowed. We also have who have long term quests. My neighbors above have had family from another country for a month now. How is this system fair, equitable or even legal.
