If a judge has a biased opinion can they be rescued or is it only voluntary. Judge in a dhhs vs parent case presided over 2 prior trials and in the second said "I don't care what you say I will not reverse my prior decision" And that judge is to preside over third and final case. Can she be forcibly rescued or is it only voluntary?
