Can the insurance agency hold a lien on my license? 2 Answers as of June 14, 2013

1988 when i lost my leg to a drunk driver i was in the hospital for 3 months and a drug dealer stole my car had an accident with a parked car totaled both cars and i was a victim and have legal papers to the incident from lehigh county court house stateing i will be compesated but still have not my husband of 23 yrs past last year and i need my license we are not near public transportation and i have no money i am on ssdi being an amputee,how can they hold a lien on my license for 23 yrs when i was a vicitim

They can have a lien if the accident involved your car. You can clear it up but it will be costly given old time-frames and difficulties getting documents.
