Is it true that because the internet is a public domain, that I can use content that I find for my own use? For instance, can I use prints of pictures that I download from the internet for personal use in my home? I am not interested in using the content for commercial purposes.

From a practical point you cannot copy anything you want from the internet but if it is just for your home use it is doubtful anyone would know let alone file a suit against you for that.
