This old lady, three houses down, gave her keys to her granddaughter who was drunk and she totaled my son’s car then flees the scene. The old lady saw the accident, called the police and claimed the car was stolen. Now, her insurance won't pay.

Yes you can sue. You have a clear claim against the granddaughter that hit the cart. If the car was stolen the owners insurance will try to fight it. That being said if the keys were available and the granddaughter had a history of using the car with permission you will probably win against the owner.
