You can petition for your father and stepmother and that will take about 9-12 months. You can petition for your brother as well, but that will take about 10-12 years. It would be faster if your stepbrother could get a student visa first to come to the US as an international student and then you would petition your parents.

Your Dad and step Mom would be immediate relatives. Your stepbrother is the sibling of a U.S. citizen but the process in this category is very slow. I suggest you have your Mom and/or Dad file an I-130 for him once they have their own green cards. If there is no feasible plan for him to remain there awaiting a current Priority Date we have often been successful in simultaneously applying for Humanitarian Parole for him to come (granted one year at a time) and wait here for his Date to be current. It will depend on his age and living situation overseas.
