I'm the financial sponsor for my sister and her family who are immigrants to the USA. Can I hire my sister to be a part time worker in my house as a maid? Can she earn her social security credit points if she earn her salary from me?

Yes you can petition for her but since the position of a maid/housekeeper is considered an unskilled labor position, it will be many years 10, perhaps more, before she would be eligible for a visa on the basis of this petition.
