Can I legally give alcohol for free in a business (banquet hall) that has no liquor license? Since selling alcohol is illegal in this case, I'd like to know if it is okay to just give it away for free or is that also against the law in southern California?

If you do not have a liquor license, you cannot provide alcohol at any business function. Giving it away free is the same as selling, in the eyes of the law, when it is connected to a business.

You would have to check with your local municipality. There is nothing wrong with giving liquor away but it may be banned in public places with out a license.
