I am a US citizen and I would like to ask if there is a chance that I can get my cousin that lives with us for 18 years now. My mother takes care of her since her mom passed away and she's 9 months old. Now we are supporting her to finish her two years nursing and she will be graduating next year. She would need to qualify for the F-1 visa. She needs to be accepted by an accredited school and be issued the SEVIS I-20, then apply for the F-1 visa at her home consulate. She needs to show she has the financial ability to pay for her education and stay while in the US, without working. She needs to show she will return to her home country when she graduates.

For student visa, she will have to apply at the US consulate where she lives. Little you can do from here. She must convince the consulate that she has the means to study and she will go back to her country after finishing her education.

I am confused by your question; so confused that I don't know if I should even attempt to answer it. If you are asking me whether you as a USC can just ask for LPR for your cousin who has been living with you for 18 years, then the answer is NO. If she's been living with you for 18 years, how is it that you are going to "bring her here?" Isn't she already in the US? Your Mom should have adopted her when her Mom passed away (when she was 9 months old, right?). Your Mom is too late in "wanting" to adopt her now. Now, if she is really outside of the US, then I see no reason why she would not be able to get a student visa if tyou can afford it and she has the qualifications for it. I hope this helps.
