You can apply for an arrest warrant with the Magistrate Court of the county where the alleged theft occurred.

Yes you can file what is called for a private warrant. However, you will need to appear in court, and prove that the person should be arrested on a theft warrant. If you could not convince the police, I suspect you will nto be able to convince the magistrate. Good luck.

You can go to the magistrate court and file an application for a warrant. Both parties would get an opportunity to tell the judge their side. The judge would then decide whether or not to issue a warrant.
