I am on H1B visa now and am in the US from 01 Apr 2011. Can I apply for a fresh Blanket L 1A visa? The idea is to get my wife an L2 so that she can work.

First of all, a blanket L-1 is something that a company would file for if the company qualifies based on either the size of employer, the revenues the number of employees they typically transfer from overseas entities. You can have the company apply for a L-1 visa on your behalf IF you qualify for a L-1. That would mean that you are working for a company in the US that has a qualifying sister/parent/subsidiary company abroad for which you had worked for at least 1 year in the preceding 3 years. Otherwise, you cannot qualify for a L-1.

You can always change status as long as you have a status to begin with; if your new status is not granted, then you will revert back to the one you had before, in your case the H-1B. So, if the L-1 is more advantageous to you and your company fulfills the conditions for getting it, then more power to you.

Are you working for a company with a corporate relationship to a company where you worked overseas? If you qualify for an L-1A (doesn't have to be blanket) you can apply for a change of status to L-1A, change of status for your spouse to L-2 and simultaneous work card for her.
