I have an approved immigrant visa petition, married son of U.S. Citizen, that awaits processing by NVC. Can I apply to study at a American University in the USA? If yes, am I entitled to apply for federal funding?

You can apply for a student visa. These are processed through the university. Your processing time at NVC can be years long, so be careful that you maintain your student status while you are here. You will not qualify for any federal funding until you are a lawful permanent resident of the United States.
