Can the delinquent amount of property taxes be reduced in California? 1 Answers as of February 06, 2011

I have not paid property tax in 5 years. The tax collector is about to put a lien on my property. The question is does the tax collector ever reduce what is owed which is about 20% interest and penalties? I have a hardship. I do not mind paying the taxes are but the interest and penalties are absurd. Does the property tax collector ever settle for less?
