A landlord did or had other parties forge 3 day notice and other court eviction forms. The defendant won. Can the defendant now sue landlord and if so why?

You need to ask for sanctions against the landlord in the original court.. I do not think you have an independent action for damages.

Certainly you can sue, but you also have to show that you suffered damages [filing fee for answer, hired an attorney, time lost from work, etc.]. It is very difficult, however, to show that someone prepared false documents.
