Anybody can call the cops for any reason. Unless your boyfriend threatened the individual or has a stay away order from the complex or the individual, it seems unlikely that the cops will have grounds to act.

Anyone can call the police, but that does not mean that criminal charges would be brought. The police make reports of incidents and the assistant district attorneys in the prosecutor's office decide if any charges can and should be filed.

I don't know what he will say to the police but it must be more than he doesn't like the guy. Unless he has a Stay Away Order or a Restraining Order or some other court ordered restriction, your friend should be able to come to visit you as long as he is within the law when he does so.

There is nothing tat prevents a person from calling the police. Whether or not the police can do anything depends on whether the guest is violating any laws. If your boyfriend does not have a restraining order against him or a no trespass order from the building owner, there is little police can do.

Trespassing in Illinois requires one of two things - a person being asked to leave the property by a resident or prior notice they are excluded from the building. In the case of the former a tenant can do it, in the later, the management usually does.

Anyone can call the police or go to the station and make a report. Depending on the nature of the crime the police may get an arrest warrant for assault, harassment, disorderly conduct or some other crime like trespass. They may arrest the defendant and give them a Desk Appearance Ticket for minor charges or hold them for arraignment before the judge. If it was a non-physical argument the police may not bother to have a judge sign an arrest warrant. They may not consider what he did to be a crime or violation, or may not feel that it is worth bothering with even if it was a violation. He should not talk to the police no matter what they promise or threaten. He should ask that the questioning stop and that he be allowed to call a lawyer.
