Yes adults and children can have a B-1/B-2 visa. The visa is granted by the consulate and then when they enter the U.S. they are given an I-94 card which determines the amount of time they can stay on that visa. To obtain a B-1/B-2 you must establish intent to return to your home country and not to immigrate to the U.S.

I don't understand this question. A B1B2 visa is a tourist visa. Anyone can have this visa. The status of a person with this visa who enters the U.S. with a valid visa and is still in status is Visitor.

Age is not relevant here. B1/B2 visa is not immigrant visa. It is a short-term visitor's visa.
