We would have parental consent and would not have sex orally or otherwise.

Friendships are generally entirely lawful. Dating, on the other hand, usual leads to hormones, which leads to sex, which sometimes leads to babies. It would be far better not to 'date' this young person. But if you do, all hands must be off. (Sexual 'contact' is treated much the same as sexual intercourse in terms of the rape laws.) There are few young men who can resist the temptation that calling the relationship 'dating' will bring.

It is a horrible idea for the 19 year old with huge consequences if something goes wrong (like sex offender registration for life and a lengthy prison stay). The definition of sexual contact is very broad and most kinds of contact could get you in trouble (a butt grab is technically sexual assault if the younger one is under 16.) the 14 year old cannot consent nor can her parents, to any kind of sexual contact.
