Most illegal drugs are synthetic. Non synthetic drugs are those that are produced naturally by nature. There are very few of those. So in answer to your question, YES, synthetic drugs can be illegal.

In some cases, certain plants which are not marijuana, but which have the same affect, are quite legal. Synthetics may or may not be legal, depending. However, this is not the only inquiry. For example, if there is any substance which impairs your ability to drive, you could still possibly be charged with operating while impaired/intoxicated.

There are thousands of compounds that are chemical "versions' of other drugs. If they are listed as illegal drugs they are considered illegal to possess or sell. If they are not listed they are not illegal, but you will still be arrested and charged until they are tested. All drugs are dangerous, especially ones made in someone's basement.
