Failure to report a change of address, if because of failure to have driver's license changed in Secretary of State's office, is not a criminal offense. If what you mean is failure to report a change in address as a registered sex offender, that is a felony, as the criminal sexual abuse, and is not expungeable, if you were convicted of the offenses. If charges were dropped or you were found not guilty after a trial, then you can get them expunged.
