If you are admitted as a permanent legal resident, or with a work visa such as an H-1B or J-1, or an F-1 student visa, to stay for an extended time, you can obtain a driver's license with a picture ID, or if not eligible under the laws of the state, to obtain a picture ID at any Department of Motor Vehicles office. If you have any other questions about your visa status, call or e-mail me at my office.

Yes. Go get one in DMV. Bring your legal status documents such as I-94 and I-20. Bring a letter from your school showing you are going to study here for more than 6 months.

It really depends on the state. You need to inquire with the agency issuing state id/drivers license in your state.
